DEVELOPMENT-ORIENTED LEADER-ENTREPRENEUR

Engineer Filadelfo Autentico Garcia has served three consecutive terms as the Local Chief Executive of the Local Government Unit of Trinidad, Bohol. His nine years in service provided a very significant contribution to the economic, political, and socio-cultural development of his constituents. As the highest official of the municipality, Engr. Garcia carries the task of emancipating his people from the bondage of poverty. To address the pressing needs and challenges, Mayor Garcia envisions that Trinidad will be an industrialized municipality, founded on agro-based development, creating an atmosphere of diverse opportunities for employment and livelihood projects, thus, increasing the purchasing power of its people and subsequently transforming the locality into a self-reliant community under a wholesome environment of peace capable of delivering basic services to its people.
To achieve the above
vision, Mayor Garcia developed and maintains capability building
activities encouraging the active participation of all sectors of the
community. As an initial step in obtaining support and motivating the
inhabitants to agricultural reforms, he created an Agricultural
Development Committee to conduct baseline surveys which will be used
as stepping boards for economic, political and socio-cultural
development, and the Municipal Planning Development Council for an
agricultural production development program designed to address or
reduce poverty plaguing the municipality.
After establishing the
program, Mayor Garcia established the 5.6 hectares Agricultural
Demonstration Farm showcasing new technologies for farmers to adopt
in their own farm, and the Natural Resources Management (NRM) office,
which handles the reforestation activities involving 340 hectares,
and supports the following income generating projects: talaba
culture, king crab production, swine dispersal, carabao dispersal,
and improved native chicken raising.
In response to the pressing
demands of landless farmers, Mayor Garcia strongly supported the
program of the Department of Agrarian Reform (DAR) where alienable
and disposable land were awarded to qualified beneficiaries. The
Infrastructure Support Program of Trinidad includes a Municipal
Training Center where advanced farming technologies are provided to
ensure increased and sustainable farm income. He organized the
farmers into associations, established Farmer’s Field School, and
linkages and partnership with other related organizations and
government agencies.
The peace and order situation of Trinidad has
been observed to improve especially in relation to juvenile
delinquency. With the increase in farming activities, members of the
households are kept busy in farm production.
People empowerment is
on top of his agenda. Presently there are eighteen (18) active
organizations and cooperatives that benefit the community. The
farmers’ organizations directly participated in local governance
through their membership and active participation in the different
local special bodies both in the barangay and municipal
levels.
Because of his inspired leadership Trinidad has been among
the top 3 (consistently from 1995-2002) in Clean and Green/Gawad
Pangulo sa Kapaligiran Program. Trinidad won the Galing Pook Award as
the Most Outstanding Municipality in the field of agriculture (2002),
and Mayor Garcia was awarded Most Outstanding Local Chief Executive,
as recipient of BIARSP Projects and ARC Programs.
Filadelfo
Autentico Garcia was born in Trinidad, Bohol on September 2, 1955.
His father, Alberto Garcia, a businessman, hailed from Talibon; while
his mother Vicenta Autentico is a native of Trinidad. He is married
to Consuelo Garcia, a businesswoman. They are blessed with three
children: 26-year old Adelin, a BSA graduate of USC now an immigrant
in California; Adel finished BSCS at USJR, and is now also based in
California; and Andy, a USC AB-Political Science student and SK
Federated Chairman of Trinidad.
Adel started his studies at
Trinidad Elementary School (1963-64), and proceeded to Don Bosco
Technical School, Cebu City (1969-73). He took a course in Mechanical
Engineering at the University of San Carlos and passed the Board in
1978. His other eligibilities include four examinations given by the
Board of Marine Engineers: 4th Engineer in 1981, 3rd Engineer in
1983, 2nd Engineer in 1985, and Chief Engineer in 1969.
Mayor
Garcia has been actively participating in seminars, forums,
workshops, and trainings all over the country, most especially those
that involved the development of his municipality. Among them are on
drug abuse prevention, soap making, prawn farming, fiber glass
making, tourism, effective local governance, value formation, and
local administration development programs. He has also represented
the country in conferences abroad. His first was in 1996 when he
joined a select group for an Agro-Industrial Observation Tour in
Taiwan. He went to Beijing, China in 1997 for the same reason. That
same year he went to Japan for a Tourism Observation Tour. The
following year he was a part of an Agro-Investment Tour in Sydney,
Australia. Last year he again went to Taiwan in another
Agro-Industrial Tour.
His first job was as a Machinist in Don
Bosco Technical School in 1973. From 1979 up to the present he has
been calling the shots in various firms: Operation and Maintenance
Manager of VG Shipping Lines; Manager of F. Garcia Milling;
President, Trinidad Junior College; Director, BOHECO; Manager, Adel’s
Construction; Manager, Cebu-based Garcia Marine Works; Manager,
Subaru Lines, Inc., also based in Cebu City; Manager, Trinidad Ice
Plant and Cold Storage; President, Alberto Garcia Foundation, Inc.;
and the present Vice President of Bohol Federation of Mango Growers,
Inc. This versatility is one of the reasons he has been pinpointed to
represent the Mayors in the Bohol Investment Board. But the biggest
challenge of his career is as the Chief Executive of Trinidad, a post
he has been holding with excellence since 1995.
His success as an
entrepreneur is non-debatable, and he could have plunged himself deep
into his personal concerns; but the call for public service cannot be
ignored. He takes it upon himself to utilize his skills to improve
the quality of life of the people through sound and sustainable
natural resource management. Mayor Filadelfo Garcia is
product-oriented, and his aggressive leadership has earned him the
respect of his peers and subordinates.
Today, he is again being called to SERVE and he is coming back to be the Mayor of Trinidad. His brand of service is what everybody needs.
